Migration as a driver of development, not a risk: Mariupol State University discusses Ukraine’s labor market

Due to the full-scale invasion and emigration, Ukraine’s labor market is facing a shortage of workers. Mariupol State University did not remain on the sidelines of this pressing issue, bringing together the academic community, the civil society sector, government institutions, and the business community to seek answers to the challenges posed by war, migration, and the shortage of human capital.

On April 23 MSU hosted the IV All-Ukrainian Scientific and Practical Conference “Labor market development amidst global shifts: challenges for Ukraine”. The event was organized within the framework of the EU-funded Erasmus+ project “TRAM4DW: Transnational Migrant Counseling for Decent Work”.

Mariupol State University, in partnership with the All-Ukrainian Association of International Employment Companies and co-organizing universities — Vasyl Stefanyk Precarpathian National University and the National Transport University — created a space for meaningful, professional and practice-oriented dialogue.The involvement of partner institutions allowed the conference to evolve into a fully-fledged expert platform for solution development, bringing together academic expertise, analytical insights and practical experience.

The thematic focus of the event directly reflected the key priorities of the TRAM4DW project — the development of effective migration policy, the promotion of decent work, and the creation of support mechanisms for mobile workers. As a result, the conference became not only an academic event, but also an integral part of a broader, systematic effort to shape a new policy framework in the field of human capital.

The event was expertly moderated by Svitlana Kalinina, Dean of the Faculty of Economics and Law at Mariupol State University, Professor, who set the conceptual framework for the discussion.

In her opening remarks, the moderator emphasized that the conference aimed not only to foster discussion, but also to present the results of academic analysis on Ukraine’s integration into international migration processes and the global labour market. This combination of research and practice defined the tone of the subsequent presentations.

The conference once again demonstrated that modern universities are not only educational institutions, but also centers for decision-making and strategic thinking. They serve as platforms for rapid response to contemporary challenges, where complex issues — such as migration, labour shortages and labour market transformation — are addressed through systematic analysis and practical solutions.

An important step in shaping a new institutional architecture is the development of practical support instruments. In particular, within the TRAM4DW project, the Migration Communication Center was established at Mariupol State University — a counseling hub functioning as part of a European network of transnational migrant counseling. Such institutions ensure the transition from discussion to the practical implementation of solutions.

The content of the conference confirmed its interdisciplinary and applied nature. Participants presented research findings and practical insights covering a wide range of topics — from digitalisation and the impact of artificial intelligence on the labour market to security aspects of employment, HR economy development, integration of internally displaced persons, veterans and youth, as well as the role of human capital in Ukraine’s recovery.

The labor market has already changed and requires systematic solutions based on expert knowledge. This is precisely the role that MSU plays today as an intellectual hub for developing responses to the challenges that will shape Ukraine’s future.
