Qualification Recognition Center
The Qualification Recognition Center of Mariupol University was created to evaluate and recognize the learning outcomes of individuals, as well as to assign/confirm educational and professional qualifications. The Academic Council of MU made the decision to establish it on October 24, 2023, recognizing the relevance of such services for the community during the period of wartime and post-war recovery in Ukraine. The establishment of the Center was preceded by the implementation of the Erasmus+ project "Qualifications Recognition Support for Ukrainian Universities" (QUARSU). Within the project, the University team studied the experience of European partners, including universities in Poland, Portugal, Ireland, and Estonia, in recognizing qualifications and learning outcomes. The localization of this experience allowed the Ukrainian representatives to participate in the development of the "Procedure for recognizing learning outcomes obtained through non-formal and/or informal education in the formal education system," approved by the order of the Ministry of Education and Science of Ukraine No. 130 dated 08.02.2022 >>>
The main goal of the Center is to organize and methodically support the procedures for evaluating learning outcomes obtained by individuals through formal, non-formal, or informal education, assigning and/or confirming relevant educational and/or professional qualifications, recognizing corresponding educational and/or professional qualifications obtained in other countries, and/or completed periods of study.
The Center will perform the following main functions:
- verification of the authenticity of the education document and confirmation of the status of the educational institution and/or program, based on the results for which it was issued;
- development and implementation of procedures for evaluating and recognizing learning outcomes, assigning and/or confirming educational and professional qualifications;
- development and implementation of procedures to ensure the quality of all recognition procedures in accordance with current legislation and the principles defined by the Lisbon Convention on the Recognition of Qualifications, Standards, and Recommendations for quality assurance in the European higher education area;
- publication of information on the conditions and procedures for evaluation, educational and professional standards, and assessment requirements, as well as the recognition of educational and/or professional qualifications, including those obtained in other countries;
- ensuring an adequate number and qualification of experts;
- protection of information about assessment materials, personal data of learners and experts from unauthorized access;
- issuance of documents confirming the assignment/confirmation of the relevant professional or educational qualification, and/or completed periods of study, allowing for a certain type of work or professional activity upon completion of the assessment procedure;
- ensuring the right to appeal the results of assessment procedures;
- recognition of qualifications obtained in other countries and issuance of documents confirming the recognition of such qualifications;
- submission of information to the National Qualifications Agency about assigned/confirmed professional qualifications in order to include them in the Qualifications Register;
- electronic registration and other actions related to the issuance and registration of recognition certificates in the electronic journal of recognition of educational documents of the Ministry of Education;
- consultations on assessment procedures, recognition of professional qualifications obtained in other countries.
The project group of MSU is developing the "Procedure for evaluating and recognizing learning outcomes, assigning and/or confirming educational and professional qualifications at Mariupol State University."
